It is a care system, designed from the ground up to help people stabilize, heal, and return to their communities stronger than before. Its priorities are simple and profound: limit incarceration, eliminate financial penalties, and surround people with the support they need to move forward. Memphis becomes a place where minor and non‑violent offenses are triaged out, where mental‑health professionals respond before police, and where food, shelter, and care are offered long before a jail cell is considered.
